Christine, I presented this question to Shaaron Bangs (California Construction Law Attorney), her response:
It is the General Contractor who must secure the bonds – generally, on any job in excess of $25,000. There are other regulations for smaller amounts for different public agencies.
As to the subcontractors, if there is a requirement that the subcontractor post a bond for the amount of its work, it must be included in the request for proposal/bid; if it is not, the general cannot later require the subcontractor to post such bond.
